Why we tolerance Slacking Healer and Tank (SH&T)?
or why we had Dps requirement, but not for the SH&T?

We all know about the tank and healer shortage
Let’s consider daily heroic. For a 5-man group, we need exactly 1 tank, 1 healer and 3 dpser. We need exactly 20% tank, 20% tank and 60% dpser that is in a 100 people group, 20 pugs will be form.
Take an example of a little imbalance: we had only 15% tank and 15% healer (70% dpser left of course). In a 100 people group, only 15 pugs can be formed. 75% efficiency. 25 Dpser will always be left off without group every day.
The Dpser (Not only the 25% left over) will always seek to lure the healer and tank to secure his place in a heroic. Better performance, Social connections (Friendship/Guild mates), Gold Compensation (Gevlon’s suggestion). No matter what they do, the dpser need to race for these minority group.
Example
On a 10 people server with: 1 Tank, 1Healer, and 8 dpser. We are pretty sure 5 people will be left off with no group every day. If the 8 dpser had the same performance, there no favor by picking one over the others.
Let’s take the Gold Compensation for simplicity.
Say dpser A is willing to offer 10g for a heroic run. T&H will take him instead of the other 8.
Player A will happier and T&H will split the 5 gold per run. Sounds not much, Uh?
Since Player A offer 10g, he will not be in the 5/8 loser group. Other dpser will offer a counter offer for their place as well. So the amount of gold offered will keep rising. Until 5 people drops out and rather have the gold in their pocket than having the heroic run. Consider the willingness to be raid ready, I would say that’s 50g+ per dpser.
The final price will be determined by two factors. 1. Willingness of running a heroic (Max Price they’ll offer for a run). 2. How imbalance it is in the Server. (How many drops out we need).
Generalization and Summary
Of course, Gold is not the only possible offer (it seldom is, sadly). Healer and Tank are offered friendship and other social connection. Lowered requirement and level of entry is also a common offer. This is where the SH&T feast on.
As long as the role imbalance exists, these SH&T will be around.

The tank/healer shortage is mostly because of dps idiots making the Tank/Healer job harder then needed and in this way burning up a lot of new tanks/healers.
DPS: LFM Daily heroic, last spot tank.
Tank: Ok I can join.
Tank joins.
DPS: GTFO you only have 27 k hp noob!
Tank is kicked. (By a dps in leveling gearing doing barely 1k dps)

Tank: please attack skull first then the rest.
DPS attack everything but skull gets aggro and dies.
DPS: L2tank noob.

Geared dps with a new tank: dps keeps pulling aggro: l2tank noob.

DPS ninja pulls and dies: l2heal noob.

etc.etc.etc. for new tanks this game can be really harsh, people expecting a 42k hp tank for heroic is the least, it’s asy to let yourself get carried by good tanking and healing and just roll a dps.
It doesn’t how bad you are as a dps, as a tank it does.

I am a 100% dps class player. I despise most of my DPS brethren for sucking so terribly.
What I’d like to see is this: More GOOD tanks and healers STANDING UP FOR THEIR GROUP! That Huntard that refuses to STOP casting Volley before the Tank has aggro? Kick them out. The rogue who pulls aggro, or adds by being in the wrong spot (or getting revealed when stealthing too far ahead of the tank)?
Kick. Them. Out.
There’s no reason to tolerate crappy DPS.
I’m a warlock. I pull aggro a LOT on “new tanks”. This means I have to monitor myself. I’m wearing almost all Triumph emblem level gear. I KNOW that my threat is insane.
It’s time to start holding DPS classes responsible for themselves, instead of putting it all on the few good tanks and good healers out there. (agreeing with you Orcstar).
I’ve been in a group with equally bad tanks/healers though. “I can heal this with one hand behind my back.” Eight wipes later (due to a horrible lack of healing on the tank), I really couldn’t respect that healer anymore.

Well, I had been dpser and healer myself. And indeed they can be very bad. (I hate them from heart as well)
But yet we tolerance the healer and tank to a much better extend… (With dual spec, we had yet more “fake” healer and tank).. that’s what this post I am looking into…

We know there is a tank and healer shortage, but your post doesn’t explain the full story:
1. In a 25 man raid, only two tanks are actually required. Therefore a lot of former tanks re-spec to dps.
2. New tanks get discouraged b/c tanking is much harder than dps’ing (although fortunately tanking is much easier than it was in BC). Then all the dps and healers start whining and dropping group everytime there is a wipe.
Also, if a tank isn’t geared, there is no way he can hold AOE aggro against a bunch of geared dps who are randomly picking targets and get annoyed if the tank tries to mark a first kill.
3. The healer shortage has gotten much better since duel spec’s, so it’s not as big of an issue anymore. Although similiar to tanking, it’s harder than dps (b/c a mistake means a wipe) and it’s hard to start off as a healer. Healing requires specific addons. If you don’t have the installed and fine tuned than unless your tank is good and geared you won’t be able to keep your party alive while the dps pull aggro like noobs and then whine.

I think the hamster is onto something: the difference does have to do with the simple ratios required by raids and heroics. As a tank, the following had been my experience:
(1) I can get into any 5-man I want. Even when I first started tanking and was really bad, I could still get into groups. If I wiped them a few times people would get mad, but I have never had a problem getting into a group.
(2) It used to be very hard to find a healer. Now, since dual specs, it is easier. I think also that the changes to badge gear and general inflation of gear have made it easier on mediocre healers. Healers who simply weren’t good enough to get through H-UP in i200 blues (with a similarly geared tank) now have ready access to i226-i245 gear through badges alone. This is also true, obviously, for new tanks. So, gear inflation has made all players seem better in heroics, and dual specs have created more healers.
(3) The amazing thing to me, as a geared tank with a regular 10m run, is that I can not get into an endgame 25 run. The simple math of it holds up, ie: in a 10 man you need 2 tanks; in a 25 man you need… 2 tanks (maybe 3). That ratio means I have to find 11 more good dps and 4 more healers to put on top of my current 10 man run if I want to tank it, and those odds are daunting. We’ve been trying to do it in guild, but throwing new raiders into 25 mans is very hard.
